Evaluations for Teachers

Teacher evaluations will be rated with Charlotte Danielson's Framework for Teaching (as adapted by the Pa Department of Education 2021). Staff identifying as teachers will have the following pieces of evidence factored into their evaluations. Portfolio, Walkthroughs, Formal Observation, or Differentiated Supervision Plan will account for the Observation and Practice portion of the evaluation, while, the Student Performance Measure (SPM) will make up the remaining component.

Portfolio Building
All CSIU professional staff will compile evidence to support an observed lesson or demonstrate progress towards differentiated supervision goals. Each artifact presented within the portfolio should correspond with the domains outlined within the PDE Updated Framework for Evaluation (2021) Please be sure to check out the link below for examples of what to include in your portfolio.

Walkthroughs
Walkthrough observations provide important feedback to support professional growth. All CSIU professional staff shall participate in no less than two "onstage" (aligned to domains 2 and 3) and two "offstage" (aligned to domains 1 and 4) walkthroughs per school year. Walkthroughs assessments will be conducted via the PA-ETEP system which allows for two-way communication between the educator and supervisor.

Observation or Differentiated Plan
Formal Observation Process
The Formal Observation process has three main phases, including the Pre-Observation, Classroom Observation, and Post-Observation phases.
- Step 1 – Teacher completes the pre-observation questionnaire… and Submits
- Step 2 – Teacher meets with supervisor (pre-observation conference)
- Step 3 – Supervisor completes classroom observation and scripts evidence… and Submits
- Step 4 – Teacher reviews evidence (adds comments if needed)… and Submits
- Step 5 – Teacher completes the post-observation questionnaire… and Submits
- Step 6 – Teacher completes the self-assessment rubric… and Submits
- Step 7 – Supervisor reviews and completes the self-assessment rubric… and Submits
- Step 8 - Teacher meets with supervisor (post-observation conference)
- Step 9 – Supervisor completes observation summary form… and Submits
- Step 10 – Teacher and supervisor authenticate the observation
Differentiated Supervision Process
The Differentiated Observation process has three main phases, including the Action Plan, Mid-Year Progress update, and Year-End Progress update / Self-Assessment Rubric rating.
- Step 1 – Teacher selects type of differentiated supervision and component focus areas and completes the differentiated observation action plan… and Submits
- Step 2 – Supervisor reviews/adds comments… and Submits
- Step 3 - Teacher completes mid-year progress update… and Submits
- Step 4 – Supervisor reviews/adds comments… and Submits
- Step 5 – Teacher completes year-end progress update… and Submits
- Step 6 – Supervisor reviews/adds comments… and Submits
- Step 7 – Teacher completes self-assessment rubric… and Submits
- Step 8 – Supervisor reviews and completes self-assessment rubric… and Submits

SPM
Timeline for Establishing a SPM
- The supervisor and educator will complete the SPM template by mid-October.
- The Supervisor and educator will finalize the SPM template/schedule and a mid-point review by 1the end of October.
- The supervisor and educator will meet to discuss and review progress as part of a mid-point review.
- The supervisor and educator will meet to review the progress and when appropriate revise the plan.
How to Complete an SPM within PAETEP
- Login to the CSIU PAETEP Portal
- Click on My Observations
- From the SLO/SPM section, click Create New and select SPM and select your supervisor's name.
- Complete the Beginning of Year Action Plan and submit to your supervisor for review and approval.
- Once approved, return to the SPM to provide a Mid Year update and Year-End update
