• About the Guest Teacher, Education Majors, and Classroom Monitors Training Programs

    The CSIU Guest Teacher, Education Majors, and Classroom Monitors Program is a service provided by the CSIU and offered to local school districts and career and technical centers. Interactive training sessions provide strategies for effective instruction and management of traditional, non-traditional, and special education classrooms, as well as offer a variety of resources.

    Applicants will also be required to complete a classroom observation that is arranged by CSIU staff except in the event that the county, state, or federal public health authorities, the governor, or any similar authority with appropriate jurisdiction declares an emergency condition that prevents or discourages public gatherings due to a public health or safety concern.

    Guest Teacher

    The Guest Teacher portion of the program provides substitute teacher training to individuals who have a bachelor’s degree, but do not have, or have never held, a Pennsylvania teaching certificate.

    Guest Teachers will leave the program with a PDE emergency permit (Type 06), valid through July 30 of the current school year, allowing them to serve as a day-to-day substitute in All Instructional Areas PK-12 within CSIU participating school districts; however, if a single assignment will exceed 20 consecutive days, the school district should request an emergency permit for a long-term substitute (Type 04).

    Emergency permits must be renewed annually and are available through the CSIU, however, you must have substituted within a CSIU participating school district for at least one day in the prior school year to renew your PDE emergency permit through the CSIU.

    Note: Individuals who have a current, inactive, or lapsed Pennsylvania teaching certificate are not eligible to participate in the Guest Teacher program.

    Education Majors

    The Education Majors portion of the program provides substitute training to college students who are enrolled in an accredited Pa education major and have completed a minimum of 60 credit hours.

    Education Majors will leave the program with a Locally Issued Permit allowing them to substitute in participating school districts. *Note: As per Act 91 temporary provisions to support staffing schools, individuals holding a locally issued day-to-day substitute permit in accordance with 22 Pa. Code § 49.34 may serve as a day-to-day substitute in any certificate area for a period not to exceed 20 days. Locally issued permit holders may serve as a day-to-day substitute for multiple professional or temporary professional employees for more than 20 cumulative days within a school year-Updated January 2022

    Classroom Monitors

    The Classroom Monitors portion of the program provides training to individuals who are at least 25 years of age and have accrued a minimum of 60 credit hours from a Pa University. Upon meeting the eligibility requirements for the Classroom Monitor Permit, participants will be able to apply for the Pa Department of Education Classroom Monitor Permit.

    *Please note: Under Act 91- Providing Relief to the Field to Address Pennsylvania's Substitute Teacher Shortage, certain substitutes may be eligible to serve beyond the number of days outlined in the Pa School Code.
