John Kurelja, Ed.D. proudly serves as the Executive Director of the Central Susquehanna Intermediate Unit, a position he has held since July of 2021. Dr. Kurelja has been with the CSIU since July of 2016 where he first served as the Chief Academic Officer and then the Assistant Executive Director until transitioning to his current role. He loves working for the CSIU where he has the opportunity to support over 40,000 students, teachers, and administrators in our region. He has a B.S. from Rutgers University, an M.A. from Rutgers University, and a Doctorate in Educational Leadership from Pennsylvania State University. Prior to coming to the CSIU, he was the superintendent of the Warrior Run School District from November 2010 until June 2016. In total, John has been administrator in this region for 25 years serving as the Curriculum Coordinator for Central Columbia School District, an Adjunct Professor at Wilkes University, a Principal for Central Columbia Middle School and Assistant Principal at Bloomsburg High School.In 2017, Dr. Kurelja completed the credentialing process to become a National School Leadership Coach through the National Institute for School Leadership. In 2018, he completed the Executive in Residence Program for the Association of Educational Service Agencies (AESA).

Dr. Bernadette Boerckel

bboerckel@csiu.orgBernadette Ulrich Boerckel, Ed.D. serves as the Chief Outreach Officer for the Central Susquehanna Intermediate Unit (CSIU). In this role, she supports regional workforce development and career pathways programs including Adult Education, Yes to the Future, and Career Ready Central PA initiatives; facilitates the Mental Health and Resiliency Community of Practice and regional crisis response teams; supervises the Central Susquehanna LPN Career Center; advocates for regional arts opportunities; and oversees the internal and external communications for the CSIU and the school districts it serves. Dr. Boerckel began her career in public education over 20 years ago as a secondary English, Journalism, and Drama teacher in the Warrior Run School District, where, in 2009 she became Director of Curriculum and Instruction. She also served as the Secondary Curriculum and K-12 Arts Supervisor at the Williamsport Area School District before joining the CSIU leadership team in 2019.

Rae Ann CrispellChief Administrative Officer

rcrispell@csiu.orgRae Ann Crispell, Chief Administrative Officer, serves as a member of the CSIU Senior Leadership team, providing advisement on key policy, organizational, and administrative matters. She oversees the development and approval process of CSIU Board policies and administrative regulations. Mrs. Crispell provides contract review and coordinates support from attorneys on legal issues. She serves as the CSIU Right-to-Know Officer and facilitates the CSIU strategic planning process. Additionally, she evaluates administrative efficiencies and recommends improvements, oversees internal operations to enhance efficiency and effectiveness across departments and serves as the CSIU Safety and Security Coordinator. Mrs. Crispell coordinates leadership development for CSIU supervisors and serves as the President of the Susquehanna Education Foundation.
Mrs. Crispell has worked for the CSIU for over 20 years. Her roles have included special education teacher, education consultant, Curriculum Services Coordinator, Supplemental Educational Services Program Manager and Administrative Support Director.

Dr. Alan Hack
Assistant Executive Director/Chief Academic Officer

ahack@csiu.orgAlan Hack, Ed.D. has the privilege of serving as the Chief Academic Officer at the CSIU. The CAO supervises a variety of academic programs and initiatives serving the nearly 40,000 students, teachers, administrators across Columbia, Montour, Northumberland, Snyder, and Union Counties. From Early Child Education Education and Special Education Services to Project ELECT and Migrant Education, the CAO and his teams advocate for the most marginalized and underserved populations. In addition, the CAO ensures that the needs of non-public schools are met under Act 89, high-quality instruction is provided to adjudicated youth at North Central Secure Treatment Unit in Danville, Online Learning opportunities are available to local districts and other educational settings, and professional development, consultation, and instructional technology support is available to both internal and external programs. Prior to his appointment at the CSIU, Dr. Hack served as an administrator in the Warrior Run School District from 2012-2022 as both a building level administrator and the last six years as district superintendent. Dr. Hack also serves as an adjunct professor in the doctoral program at Wilkes University focused on coaching and growing teacher leaders and administrators across the Commonwealth.
Dr. Hack is a graduate of the Pennsylvania Department of Education Superintendent’s Academy, a 2015 EPLC alumni, and is actively involved in PASA and AESA.

Jared Lehman
Chief Innovation Officer

jlehman@csiu.orgJared Lehman serves as the Chief Innovation Officer (CIO) of the Central Susquehanna Intermediate Unit (CSIU), a position he has held since July of 2022. The Chief Innovation Officer (CIO) leads and manages the innovative processes, leadership development and marketplace businesses that support the mission, vision and goals of the Central Susquehanna Intermediate Unit (CSIU). The CIO provides long and short‐term planning, revenue generation and fiscal management, direction and oversight for products, services and activities of the Marketplace Division. The division includes Computer Services (FIS, SIS and document management), Cooperative Purchasing (KPN and PEPPM) and Technology (desktop, network and data center support, cybersecurity, PIMS and other special projects) departments.
Mr. Lehman also serves as the Trust Manager for the Pennsylvania Trust (PA Trust), a coalition of employee benefit trusts, which provides employee benefits at cost effective values for school entities in Pennsylvania. -
Dr. Shileste Overton-Morris

smorris@csc.csiu.orgShileste Overton Morris serves as the director of the Center for Schools and Communities, and the Chief Programs Officer at the Central Susquehanna Intermediate Unit, an education service agency. The Center provides national, state, local and international services to build capacity in schools, districts, and other organizations serving children, youth and family. Through the provision of professional learning, coaching and consultation, the Center supports the improvement of educational and life outcomes for individuals from birth through post-secondary. The Center’s work focuses on a continuum of efforts around early childhood care and development, social and emotional learning, educational equity, positive youth development, family support and community service integration, school safety, and youth violence prevention.
Dr. Overton Morris has worked at and with both public and private institutions including nonprofit organizations, foundations and state government agencies building strategic partnerships and leading innovative work. She also serves on a number of national, state and local boards, and is the author of several publications, including “Girl Grudges: Learning to Forgive and Live,” written to help clinicians, parents and youth development staff who work with adolescent girls regarding female aggression. She has developed a strong repertoire in topics related to strategic leadership, parent engagement, belonging, equity and inclusion, cultural competence, and education leadership. Dr. Overton Morris is a graduate of the Education Policy Leadership Fellowship program sponsored by the Institute for is Educational Leadership, Executives in Residence program sponsored by the Association of Education Service Agencies, and currently serves on the Board of Directors for Communities Practicing Resiliency, Pennsylvania Private Licensed Schools, and the Education Policy Leadership Institute.

Brian Snyder

bsnyder@csiu.orgBrian Snyder serves as the Chief Financial and Operations Officer (CFOO) of the Central Susquehanna Intermediate Unit (CSIU), a position he has held since July of 2019. The CFOO serves as the chief fiscal officer of the CSIU and is responsible for the effective and efficient operation of CSIU accounting, auditing, budgeting, finance, and fiscal affairs through effective delegation, supervision and review. The CFOO also has oversight of the contracts the CSIU holds for business services that the CSIU renders to contracted entities. He also serves at the Director of Human Resources and is responsible for the organization and administration of all activities related to CSIU personnel and benefits operations, including but not limited to recruitment/selection, assignment, wage and benefits administration, personnel records, collective bargaining, individual employee and group contract administration.
The CFOO serves as the liaison between the member school districts, career and technical schools and the CSIU in supporting the financial and operational functions of the CSIU. He also serves as Trust Manager of the Central Susquehanna Region Schools Employees’ Health and Welfare Trust (CS Trust) which provides medical, dental, vision and life insurance to 20 local education agencies.
Mr. Snyder has been a business administrator in public education for over 19 years serving as the Business Administrator / Board Secretary and Acting Superintendent for the Milton Area School District and the Business Manager for the Coudersport Area School District. Prior to transitioning to public education he worked as a Senior Accountant in the private sector specializing in Securities and Exchange Commission compliance and reporting and also spent time working in the banking industry.
Mr. Snyder is recognized as a Pennsylvania Certified School Business Administrator with the Pennsylvania Association of School Business Officials and is actively involved with the Association of School Business Officials, the Institute of Management Accountants, the Pennsylvania Association of School Personnel Administrators, and the Society for Human Resources Management. He has held positions as President, Vice President and Secretary/Treasurer with the Susquehanna Valley Association of Business Officials.
